Internet Explorer

Make sure your "Links Toolbar" is visible. If it is not, right click on any part of the menu bar and check the "Links".

Right click Rate This! on Blogarate and click "Add to Favorites". A Security Alert box will warn you that the link may be unsafe, click "Yes" (don't worry, it's safe!) and then select to create the page in the "Links" folder of your Favorites. 

Firefox

Make sure the "Bookmarks Toolbar" is visible. If it is not, go to menu View > Toolbars.

Drag Rate This! to your Bookmarks Toolbar

Safari

Make sure the "Bookmarks Bar" is visible. If it is not, go to the menu View > Show Bookmarks Bar

Drag Rate This! to your Links Toolbar
